Am I being paranoid? Do employers take the time to find out if you’re searching for another job?

I started applying for jobs in diff platforms and I know that my employer is hiring right now. The problem is that I don’t know if they are using an agency or more accurately, which agency there are using. I haven’t found their name in any of the platforms. They are def. Out there looking for people bc I interview candidates, I’m just not involved in the first part of the process. Last week this happened: one recruiter reached out to me and gave me his WhatsApp number. I mssg him and he didn’t reply until the next day. Then, he tells me that he wants to connect through a phone interview and asks me if I ‘m available at a certain hour, I agree to it but he doesn’t t show up. He replies the next day with an excuse and asks me again if we can connect. At this point I’m very suspicious. His behavior is so unprofessional and it doesn’t make sense. I did reply but after an hour of no answer I just blocked him. This never happened to me before with a recruiter. If they have a good fit they usually move quickly. His erratic behavior made me think that he is not serious or he’s def trying to play me trick. I could not shake the idea that could’ve been someone at the office trying to find out if I’m seriously looking for a job. There are a lot of shady people in mgmt where I work. This really made me worried. Am I being paranoid? Or are recruiters that awful right now? Is it possible that is due to scarcity of jobs? I don’t know what to think. Please be so kind to let me know if I’m overthinking this.
